The European Power Project: An Agenda for a Sovereign Europe

Europe faces a new geopolitical reality in which economic strength, technological leadership and military security can no longer be taken for granted. As global competition intensifies and traditional alliances come under strain, the European Union must develop the capacity to defend its interests, project power and remain master of its own destiny.

The European Power Project: An Agenda for a Sovereign Europe sets out 35 game changers and 175 concrete proposals to help Europe meet this challenge. Covering seven key areas – economy, technology, energy, defence, decision-making capacity, culture and identity, and demography – the paper offers an ambitious agenda for strengthening Europe’s competitiveness, resilience and strategic autonomy.

Moving beyond broad aspirations, the project identifies the reforms, investments and political choices needed to make Europe a stronger and more capable geopolitical actor. Its central message is clear: Europe’s place in the world will depend on its ability to generate power, speed and scale.
