Garvan Walshe

Garvan Walshe is an Irish political strategist and entrepreneur. He is the founder of the political technology company Article7 and co-founder of the electoral integrity NGO Unhack Democracy. Once foreign policy adviser to the British Conservatives, he has written a number of publications for the Martens Centre on the implications of Brexit and works with the ARENA Center at John’s Hopkins University.

As a visiting fellow, Garvan’s work focused on European defence policy looking at how Europe’s defence industry can equip Europe’s militaries to fight high intensity war, and constitutional reforms to enable the EU to deal more effectively with defence challenges.

As well as in defence and foreign affairs, Garvan’s broader interests focus on strengthening democracy and the rule of law, and promoting an entrepreneurial society.

He holds a PhD from the University of Manchester and was a Max Weber Fellow at the European University Institute. He writes regularly for Foreign Policy and his journalism has been published in a range of international outlets including The Economist, Die Welt, Haaretz, The New Statesman and CNN.
