Aliona Hlivco

Aliona Hlivco is the Founder and CEO of the St. James’s Foreign Policy Group, an Advisory Board Member at the Coalition for Global Prosperity, and a Visiting Lecturer in the Department of War Studies at King’s College London.

Holding dual master’s degrees in Political Science and Public Administration, she brings extensive expertise in international affairs, strategic communications, and geopolitics. Her career in Ukraine spanned senior roles within the Ministry of Infrastructure, the national parliament, and one of the country’s most influential political parties between 2004 and 2018. She was also elected to the Chernivtsi Regional Parliament. Recognised for her role in defending democratic governance during both the 2004 Orange Revolution and the 2014 Revolution of Dignity, she has received several state honours, including the Order of Merit.

Since relocating to London in 2018, Aliona has contributed to academia, advised on political and war risk, and served as Managing Director at a leading Westminster-based foreign policy and national security think tank. A sought-after media commentator and guest lecturer at institutions across the United Kingdom and the United States, she is widely regarded for her insight into global strategic developments.

Her research focuses on emerging geopolitical dynamics, the evolving European security architecture and transatlantic relations, and the changing character of contemporary warfare — particularly the political, cyber, informational, and covert instruments shaping modern conflict.
