Maksym Popovych

Prior to joining the Martens Centre, Maksym Popovych worked at the Parliament of Ukraine. During his time there, he was an assistant and advisor to the Ukrainian MP Viktoriya Voytsitska. He worked primarily on the implementation of EU’s Third Energy Package into the Ukrainian legislation with a particular focus of liberalising the natural gas market. During his time at the Ukrainian Parliament, Maksym also did a short internship at the Parliamentary Assembly of the Council of Europe in Strasbourg. He returned to Ukraine after completing an internship at the Parliament of Canada where he worked for the Conservative MP James Bezan mostly on Canada-Ukraine and Canada-EU relations. Maksym holds an Advanced LL.M. degree in European and International Business Law from Leiden University. He wrote his master thesis on the topic of extraterritorial application of the EU law. Prior to pursuing his postgraduate studies in the Netherlands, Maksym obtained an LL.B in Ukrainian law at the Kyiv-Mohyla Academy. He also worked as a lawyer at the Kyiv office of a “Big Four” company and at a Ukrainian law firm. Besides his native Ukrainian, Maksym also speaks English, French, and Russian.
