“The economic impact, while tangible, wasn’t significant enough to make it a huge economic game changer,” said Eoin Drea, a senior researcher at the Wilfried Martens Centre for European Studies, a think tank linked to the centre-right European People’s Party.

“The amount was never really enough,” he said. “There were design flaws that were born out of the political panic to act during COVID.”
