Reducing Irregular Migration: Time for (External) Action

Irregular migration is emerging as a challenge to the EU’s political stability. Thanks to measures such as the EU-Turkey deal of 2016 and working with African governments, the bloc has managed to dramatically decrease the number of illegal border crossings. However, some elements of the system of external migration controls may not be stable. Given the stalemate on the establishment of migration centres in third countries, how should the EU proceed? Should it encourage its partner countries to adopt their own asylum legislation in order to enlarge the area of migration governance? Should it continue with outsourcing search and rescue operations in the Mediterranean to North African authorities? The Martens Centre paper Reducing Irregular Migration Flows through EU External Action by Vít Novotný will serve as the background for our discussion.
